The video review does not have favourable things to say about it (flickering issues, lighting issues, etc.). I wonder though if the 39' Seiki 4K TV (going for $699) contains any sort of upgrade improving on the issues found in the 50' Seiki TV: http://www.amazon.com/Seiki-Digital-SE39UY04-39-Inch-Ultra/d...
This is a 39" 4k2 display for $699:

The main downside seems to be that it only has HDMI 1.4, so you only get 30Hz at 3840x2160.
They also have a 50" version for $1,114.
The Seikis almost sound too good to be true. I'd try one out in a heartbeat if they'd come down a notch in size to ~27 or 30in so I could actually fit it on my desk.

e- just did the ppi calculation and it only comes out to 113, so probably not what I'd call "retina" quality
With the 39" Seiki 4K "tv" at less than $500 shipped, the $3,500 pricing level on the Dells seems excessive. I'm certain the Dells are better monitors, but are they 700% better? If Seiki revs their model line-up to include display-port, all these official monitors will really be in trouble.

Yep, you can already get a 39" 4k TV that can serve as a monitor for $499:
http://www.amazon.com/Seiki-Digital-SE39UY04-39-Inch-Ultra/d...
But it can only do 30Hz at 4K due to its limted inputs. You can game on it at 1080p@60Hz (hopefully without any scaling issues since 4K has exactly 4 pixels for every 1080p pixel).
I have a 39in 4k monitor that I bought for $500. The only problem is that 4k monitors through HDMI can only run at 30Hz, which is extremely noticeable. There might be a way to run at 60Hz but I haven't got it to work yet. Here's the monitor: http://www.amazon.com/Seiki-Digital-SE39UY04-39-Inch-Ultra/d...
This[1] one is 500 US dollars and is 120. I don't have access to non U.S sites here at work apparently so I can't be certain they have it over there or not.

Edit: Sorry, didn't catch that it only does 30hz through HDMI on the specs, and didn't realize it until I read the limitation downstream. Dang...
This is an awesome idea. I live in the UK and often find products available in America that have exorbitant shipping fees or are impossible to buy over here. (e.g this TV http://www.amazon.com/Seiki-Digital-SE39UY04-39-Inch-Ultra/d...) The current option is package forwarding companies. They usually charge a pretty high fee so they're not worth it. But this is definitely something I'd pay for, so long as it's priced well.
Thoughts on the 50 inch version as a monitor?

why not a seiki 39" 4k for $399?

The Seiki, AKA the first cheap, readily available 4K TV, only does 4K at 30hz due to the limitations of HDMI:
